This sidequest can be completed about anytime when you have control of Balamb
Garden as a moving garden. This place is located in the icy region very close to Trabia
Garden in the north.
Inside the village you should meet a sculptor. He's making a statue. He needs some stones to finish it, so you'll have to fine them. Here is the locations within the village to finding the items.

Left to the hotel next to a large rock

To the right of the Elder's house
Shadow Stone
The very entrance of Shumi village; look in the shadows
Water Stone
Look at the Stone the frog is one, and go to the artisans house near the sink
Collect them all and you'll receive a Phoenix Pinion. This item can be
used to Summon Phoenix which comes at random. Phoenix can revive party members.
Afterwards talk to the elder attended. After doing so, go to the elders house and talk to him. Once you do so, there should be a little
Moomba outside, talk to him and follow the Moomba. After doing so go back to the
elder. He'll say he needs another helper, so talk to the Elder's attended. After
that, go talk to the artisan, then to the Elder again!
Head to FH on your
garden. You'll need to talk to a guy named Greese monkey. (He lives on the railroad in a house near the very end of the town) He'll give you a
Moomba tall. Show it to the elder, and you'll receive the status guard.
