Throughout FF9, you will find indications that there is a problem with the
moogle postal service, and on the 3rd disc, you discover that it is actually
shutting down. On the 4th disc, you will have the opportunity to fix Mognet.
This can be a frustrating side-quest when you can't find a certain moogle, so I
will detail this quest.
First of all, you need to go to Alexandria where you must go to the old steeple
to find Kupo and Artemicion. Get a letter from Kupo, he tells you to deliver it
to Atla.
Go to Burmecia, and go to the fountain square that is located just below the
destroyed palace. Go in the door on the right to find Atla. Give him the letter,
then get another letter from him. He tells you to take it to Mogryo.
Go to the Black Mage Village to find Mogryo in front of the chocobo shack. Give
him the letter and then get another letter from him, which he tells you to give
to Kumool.
Go to Ipsen's Castle and find Kumool in the second room (with the trap doors).
Give him Mogryo's letter and then get a letter for Mois from him.
Now this is the tricky part. First you need to go to the Invincible and change
your party to include Quina (unless s/he is already in the party), then go to
the Qu's Marsh on the Mist Continent. First go to Quale's house and then go to
the right through the reeds and you will come to the entrance to Fossil Roo.
Mois is waiting in front of it. Give him the letter, and then he gives you a
letter to take to Noggy.
Go to Daguerreo and go into the room with the four-armed guy and the synthesist.
Talk to Noggy at the right and give him the letter. He then gives you a letter
for Kupo.
Go back to Alexandria. Give Kupo the letter and discover what the item is that
you need. You are told that the item is somewhere in Alexandria. Go to the mini-theater
in the alley and talk to Ruby. She willingly hands over the item.
Finally, go to Mognet Central (on a large island northeast of Madain Sari, you
need a Gold Chocobo to enter the first time.) Go inside and agree to give the
item to Artemicion. He then uses the item on the gears and they begin turning
again.As a reward, you receive a very useful Add-on, Protect Ring.
